Rinse the quinoa thoroughly in a fine-mesh strainer. In a small pot, bring water and quinoa to a boil, cover, reduce heat to low, and simmer for 15 minutes or until water is absorbed. Let it rest covered for 5 minutes, then fluff with a fork.
